Residents' Complaints Lead To Drug Charges For Duo In Danbury

Citizen complaints of illicit drug activity in Fairfield County led to the arrests of two men who were busted in the middle of an alleged hand-to-hand drug deal following a weekslong investigation.

Police in Danbury launched an investigation into drug sales at the Kennedy Flats apartment complex earlier this year, following multiple complaints into alleged drug sales and trafficking.

Detectives from the Special Investigations Division set up surveillance outside the complex at approximately 3 p.m. on Tuesday, Oct. 23. During the details, police said that investigators observed a hand to hand drug transaction between Orlando “O” Cruz - who lived in the building - and Naugatuck resident Adbulwali Peterson.

Police said that detectives then approached the two men and identified themselves as officers. Three clear, knotted plastic bags of cocaine were seized from Cruz, who was arrested, while Peterson fled on foot.

Peterson ran through the complex onto Kennedy Avenue, where he was eventually apprehended, according to police. During the chase, police said that Peterson attempted to discard a digital scale that had the residue of cocaine on it.

According to police, they then executed a search warrant in Cruz’s apartment, where several cell phones, drug paraphernalia and cash was recovered.

Both men were arrested and charged with two counts each of:

  • Criminal possession of a controlled substance;
  • Possession of a controlled substance with intent to sell;
  • Conspiracy of possession with intent to sell;
  • Possession with intent to sell within 1,500 feet of a housing complex;
  • Possession of a controlled substance within 1,500 feet of a housing complex;
Both were also cited for possession of drug paraphernalia and Peterson was charged with interfering with the duties of a police officer. Following their arraignment, both men are being held in custody in lieu of $250,000 for Peterson and $200,000 for Cruz. Each is scheduled to appear in court at a later date to answer the charges.
